Problem is, more than any other setting that comes to mind, the line between what would be a "Quality" and what would be a "power" is blurry. They're all matters of training and the realization of human potential rather than in-born mystical abilities. (Okay, being the Kwisatz Haderach requires special breeding, but that seems to be more of an exception.)
Personally, when describing them to players I'd call them all "Qualities" and just move on. It's largely academic, since this is at most campaign brainstorming -- I was just throwing out some ideas that came to mind. Please, feel free to make some suggestions. I'm not planning on running a Dune game myself in the near future, but it's an interesting topic...
