Well, I have been using the BH playtest rules, but, as Hillbilly GM said, Angel rules can help you out.Also, your own Powerverse seemslike a good place to start. As for Superman fighting another tank, I would say Reduced Damage is your friend. Although we started with the playtest rules, I changed several thing to better suit my understanding of what a super-hero system should be. For example, I use the following table:

So, punch damage varies with Strength level. The Hulk (STR 50) does 200 points of damage, while Superman (STR 90) does 450. High Strength also gives you bonus to Maneuvers.Say the Hulk does a Wall Smash, which does STR x 3 damage. In his case, he gets a bonus of +2 to the multiplier, doing STR x 5 or 250 points of damage.

As you can see, with people throwing around that kind of damage, a character either needs tons of LPs or a good defense. AV, at 1 point/level, is too expensive. I don't like to have thousands and thousands of LPs per character, so I'd only allow up to a doubling of LPs. For example, my write-up of the classic Hulk gives him STR 50 and CON 15, for a final LP total of 290. Doubling it, you get a maximum of 580. I guess 500 is about right for the Green Goliath. Even so, one punch from the Last Son of Krypton would leave the Hulk with mere 50 LPs. This might be "realistic", if you take into consideration the discrepance in strength, but it's not very "comic booky". With just the first level of Reduced Damage, Banner gets a fighting chance against Kal-el. Drama points would also come in handy.
