Mulian Beacon Ring (25 Point Quality)

The Beacon Rings are lost Mulian Technologies used for by their version of the Police, dubbed "Beacon Corps" which, in concert with the automated "Manhunter" system, kept the peace on earth an in their various colonies. There were multiple types of Beacon Ring corresponding to the primary drives (or faults) of the Ring Bearer and corresponding to an elemental power.  When the Mulian empire fell, the Beacon Rings and their recharging stations (Lantern-like devices about the size of a briefcase) were scattered to the winds and the knowledge of how to properly use them became long lost. The rings, which once worked in concert, now are seen as opposing each other and diametrically opposed, with those who now wield them believing the other to be "inefficient" at the job of "Keeping the Peace".

The Manhunter automata have long stopped obeying the Beacons.

On a basic functioning level, the Rings enact their effects through a Willpower (not doubled) roll + 7, with an additional bonus (up to +4) based on the emotional drawback or quality associated with it. Each one also coresponds to a different classical element.

There are 5 varieties of Rings, though Power Batteries can recharge any of them. They are Green, Yellow, Purple (which some describe as Pink), Blue (The rarest of Rings), and Red.

Green rings are the rings of Wood, and associated with Courage. Those with Nerves of Steel add a +4 bonus to their use of the rings.

Yellow rings are the rings of Air, and are associated with Fear. Not in the fearfulness of the wielder, but the fear they elicit. They may make a Willpower and Influence Task to appear as horrible as possible and for every success they have over an opponent, they gain a bonus to their ring use to a maximum of +4.

Purple or Pink rings are the rings of Earth and are associated with Love. Some legends hold that couples would tap into this and other powers to increase their rings effectiveness. If in a stable Romantic relationship (2 point Love drawback), they receive a +4 bonus to Ring rolls. If the relationship is unstable (4 point versions), it is only a +2.

Blue rings are the rings of Water, and are associated with Hope. The rings of the Blue Beacons are geared towards more aiding others than anything else. They receive a +1 bonus up to a maximum of +4, for every ally they have working with them. This bonus is increased 2 fold (x2) if the ally is also a ring bearer, including the Maximum.

Finally, there are the Red rings of Fire. They are fueled by Anger and Rage. For every level of Antisocial Impulses and/or Cruelty the wielder possesses, they receive a +1 bonus to their Ring's use to a maximum of +4.

Artist also grants a +2 bonus to Ring rolls, while Talentless incurs a -2 to their use. Those with Mulian bloodlines add a further +3 (or less depending on the dilution).

Very few people have figured out how to use these rings well, and no skill can be learned in their proper wielding. It really is all about the will.

A few powers are known to the rings, divided into active and passive powers. Passive powers are turned on whilst the rings are worn, while other powers need separate rolls to activate.

Passive abilities include: Telepathic linking with other Rings and Ring-Bearers and the ability to roughly translate other languages automatically. It only works for the bearer's understanding (listening and reading) and speech. They cannot write in the language nor can they let others listen in on conversations, though they can translate for them.

Active powers include a wide list of abilities.
The first of which is Flight, with which the bearer can reach a speed up to 10 mph/yard per turn for each Success Level.
A variation of Telekinesis which is more "Force Generation" than anything else. This allows them to attack telekinetically in a variety of ways (including conjuring "Blades" of force for Slash/Stab damage). Otherwise it works exactly like Telekinesis (though it can serve as on hell of a lock pick). This allows it to fill in for tools for short durations (constructs last only one minute per SL, so Doctor Rolls using Lantern tools can be difficult).
It can generate direct energy attacks that deal Willpower per Success Level damage. Modifiers can be placed upon it to alter the damage from flat "Bash" or concussive force to Slash Stab or Bullet (-1), Fire (-2), Beam (2 x Damage after armor to living and non-living material, heals as fire) (-3) or Plasma (-7). The attack has a range of 100ft.
Armour and Shields can be generated. The Armor is worn over the body in whatever form the Bearer chooses (though it tends to be "Chosen Color" + Black or White or both most of the time). The Armor Value generated is equal to 2 per Success Level and lasts for 1 hour per Success Level. Shields can also be generated by the ring for single defensive actions. This shield has a +1, to +4 to defensive actions based on the Success Levels of the roll to create it (+1 for 1-3 Success levels, +2 for 4 to 5 Success Levels, +3 for 6 to 7 success levels and +4 for anything greater) and has an armor value of 5 per Success Level.
Finally, many of these abilities (especially the force-related abilities) are often accompanied by an appropriately colored visual illusion. This is largely used to visualize the effect of the Rings, and in the past would have been viewed as a sign of immaturity or amateurishness with the ring if they were overly "Creative" instead of functional.

There are almost as many negatives to offset the benefits of this lost technology. They only carry a 24 hour charge within the rings and if used heavily (IE: any combat instance) during that time, the charge steeply drops to about 12 hours of use. It is theorized that these Ring Bearers were only on 6 hour shifts because of this. Because of their power and importance, many people seek this rings out. Fu Manchu is said to have had at least 10 of them, 2 of each type, to combat more spectacular adversaries. Not to mention the enemies of Mu and other things that'll want to either take the power for themselves or destroy the rings and all who come in contact with them.

Because of their heavy emphasis on Will, Ring Bearers' Rings are often effected by their current emotional states. Doubt, Fear (from themselves, not others) and other negative emotions have a negative effect on the ring’s use double their drawback value’s worth. Furthermore, Willpower and Influence rolls can be used to put further negative modifiers on a Ring user’s will. Literally, the best way to fight a Bearer is to psyche them out. Because of their "Lost technology" natures, they are naturally treated as having Uncontrollable Powers AND Minds of their own. the AI of the Ring can prevent the user from activating any of its powers or, in Mu-tech related scenarios, turn off all powers for as long as the AI sees fit (especially if they feel the host is "Improper" to serve the Mu).

The two items this quality provides are the Ring and the Battery. If one or the other is lost or destroyed, well, SOL.

Dolem gaurds created by the Mu as grunt police officers to support the Ring Bearers. The Rings and their functions long lost, the Manhunters remain steadfast in their guardianship. One who crosses with Mulian Techology had best be careful, for if they do not recognize you as a proper Mulain, they will judge and possibly execute the individual responsible (as their AI dictates). They are Relentless. They are extremely powerful. NO ONE ESCAPES THE MANHUNTERS.

Unlike the Ring's AI, their fully remembers the past, but is equally Rampant.
