I'm a throw 'em to the wolves kinda guy. So I would likely have them dream of each other at first. Then at an after school dance/ballgame whatever, they find themselves more or less alone and being stalked by something. Add in descriptions of them feeling powerful, confident, not nearly as scared as they should have been etc.

I think the best way to do a game where the players suddenly come into power is for them to make ordinary people using less points than usual and for the GM to finish the character by spending the extra points. All the while keeping the finished characters secret, and allowing bits and pieces of the new abilities to shine through from time to time. I have used this concept and had it used on me, it can make for some entertaining moments.
