One of the ideas I came up with (and I apparently wasn't alone in this when I checked out Grey-Elf's Bloodlands setting) was to allow Inspired in a fantasy setting access to Primal Powers to help represent the individual nature of the Dieties they follow. Now, to be fair, I just sort of wrote it down as a possibility and shelved it without much thought. But now I am thinking of running a Unisystem fantasy game (ala D&Z).
The question I have is this: has anyone done this before? If so, how did it work? I am mainly concerned in that Primal powers, in general, strike me as far more potent than their miracle counterparts. They are cheaper, both in character points and Essence. So, how have you handled that, balance wise?
On the one hand, I was tempted to make them all cost 5/10 points like miracles, but when you look at little 1 point powers like Nightvision, it doesn't seem fair (though for certain shadow dieties its certainly fitting). then you compare things like Heavenly Fire and Bolt of Destruction, where for 20 essence that it would take to churn out a 1d8x(Willx2) you could instead do 1d10x20. I realize that holy fire has a few more binnies, but I don't see them as equal.
So, any suggestions on how to balance out the costs?
