Part of the concept is that nothing phases him except fire (background reasons). So would taking Nerves of Steel (4pt Quality) with Phobia - Fire (2pt Drawback) work? NoS applies for ALL situations except where fire is involved where it would have no effect (and provide no bonus to Fear tests). Or would NoS trump the phobia and cancel it out.

Seriously. If you have a story for something, if you have some kind of plot hook for your character/the player's character...just do it! From what you described, if it was my game, I would grant the Nerves of Steel bonus to everything BUT what he's afraid of. You don't need to adjust any costs or anything, juyst use the numbers as they are and when his phobia playes a strong part in a session, give him a extra XP if the player plays along like he's supposed to. Simple as that. Remember the only rule is for everyone to *have fun*. Damn the rest, and the d20 they rolled in on. As you said, the NOS bonus would not apply to tests dealing with the phobia. Kinda like Indiana Jones. A pretty fearless guy except when snakes are involved. Of course I was up all night.
